Who: Mauna Kea Astronomers.
What: The University of Hawaii Board of Regents devised a plan to allow for continued astronomical development on the summit of Mauna Kea, but with limits. One of the major constraints, is the stipulation that telescope agencies have to be based on the Big Island, as opposed to Oahu (as was standard in the past). However, this was met with opposition. As Wayne Panoke puts it, “What we want is no more development.”
Where: This plan regulates telescopes on the summit of Mauna Kea.
Why: The topic of telescope construction has always been a topic of concern between the Native Hawaiian people and the University of Hawaiʻi. This has resulted in numerous protests against telescope agencies, universities, and the plans they put forth. This regulation was crafted to -hopefully- find a middle ground between furthering our understanding of the universe, without costing more cultural bereavement.
Outcome: From events that are transpiring today, we can tell that no agreeable arrangement has been meet. To this day, many Native Hawaiian activists urge for no more telescope construction on the summit, while the University, and telescope agencies, would like to continue developing these instruments.
